Prior to this, according to The Wall Street Journal, the U.S. is preparing to take action against its allies' chip factories in China, as part of a broader push to restrict technology exports to China.
The U.S. plans to revoke waivers for companies such as Samsung, SK Hynix, and TSMC, which currently allow them to use U.S. technology in Chinese factories without having to apply for licenses on a case-by-case basis.
